Proposed capabilities — designs for things kolu doesn't do yet, with the reasoning and the plan to build them.
The Features index gathers notes that propose a capability kolu doesn’t have
yet: the design, the motivation, and enough of a plan to build it. A contributor
proposal lands here too, carrying status: proposed until a maintainer flips it.
When a feature plan reaches status: implemented, delete the note and add a
row to Archived notes — the live Features cluster stays
current work only; git keeps the archaeology.
This note is an index (moc: true): a note is filed here by listing feature
in its parents. The graph renders it large; the notes wired to it are its
cluster, and its card on the Atlas lists them all.
